A vacancy has arisen in the Action Programme on Essential Drugs 
(DAP). DAP is now seeking to fill the vacancy and a copy of the 
official WHO vacancy announcement as well as contact information are

TITLE: Administrative Officer (post of limited duration)

GRADE: P.4

OFFICIAL STATION (COUNTRY): Geneva (Switzerland)

ORGANIZATIONAL LOCATION/UNIT: DAP

OBJECTIVES OF THE PROGRAMME: The objective of the Action Programme on 
Essential Drugs is to support Member States in ensuring the regular 
supply and rational use of a selected number of safe and effective 
drugs and vaccines of acceptable quality at the lowest possible cost, 
towards the goal of health for all. 

DUTIES OF THE INCUMBENT: The incumbent is responsible for the 
financial management of all aspects of programme budgets, plans of 
action, financial forecasts and financial status reports; donor 
coordination and fundraising strategies and proposals; administration, 
general management/other duties; programme policy and strategy
implementation and analysis; maintenance of relations with 
management bodies; personnel administration; administration of 
documentation centre and provision of financial communications; and 
development of information resource management processes. 

QUALIFICATIONS REQUIRED:
EDUCATION AND SKILLS:
Recognized professional qualification in finance, accounting, 
administration/management or other relevant fields or equivalent post 
graduate degree. Knowledge of planning, budgeting, finance and 
administration of operational public health programmes and of international 
organizations. Ability to represent the Programme and 
to relate effectively with senior officials of international 
organizations, governments and industry and with health delivery
personnel. Ability to present effectively both orally and in writing, 
and to analyze problems and identify practical solutions. Ability to 
use spread sheets. 

EXPERIENCE: Extensive practical experience (10 years) at the 
national/international levels in the management of health-related 
programmes; experience should be focussed on specialized activities 
including administration, management, planning and evaluation, 
budgeting, personnel and finance together with supervisory experience. 
Some years' experience in international organizations in positions of 
increasing responsibility and experience in working effectively with 
diverse groups and organizations would be an asset. 

LANGUAGES: Excellent knowledge of English or French with a good 
knowledge of the other language. 

ANNUAL SALARY (net of tax): US$ 48 019 at single rate and US$ 51 597 
with primary dependants. Post Adjustment: 59.7% of the above figures. 
This percentage is to be considered as indicative since variations 
may occur each month either upwards or downwards.
