E-DRUG: Drug policy fundamentals

Dear E-Druggers,

I would appreciate any thoughts on the value-ladenness of National Drug 
Policies and Essential Drug Lists.  I am preparing a paper on the South 
African National Drug Policy from a philosophical viewpoint and am trying 
to establish to what extent world views and ideologies played a role in 
the development of this document.
