It is also a fact that the pharmaceutical companys production is geared
towards maximum production for maximum profit. They are not in the business
of finding the "best" way to provide their products to all areas.

Unfortunately I have no good suggestion on how to change this. It seems
clear that especially in what I would describe as more rural areas that bulk
packaging for distribution would maximize the health benifits.
