INDICES: Quinine syrup formulation?

Question:

What is the correct formulation of manufacturing Quinine syrup
(10 mg/5 ml)using Quinine Hcl powder?

With the knowledge that the solubility of Quinine HCl powder in water is
1:23,I am using the following formulation:


Ingedient Quantity

1.Quinine Hcl powder 1960 g.
2.Parabene concentrate 192 ml
3.Anise water BP 0.8 L
4.Yellow colour qs(0.8 g)
5.Sugar syrup(65%) 30.8 L
6.Water 46 L

Batch size: 80 L

Procedure:

After dissolving Quinine HCl powder in 10 L of hot
water, a balance of 36 L water (cold) is added.
While continiously mixing, 30.8 L of Sugar syrup is added, then 0.8L of
anise water.
On obtaining a homogenous mixture Parabene concentrate is added.
The volume is made up to 80 L.

Problem

On settling , this Quinine syrup forms a precipitate
on the bottom of the vessel.

Why is this so?
What should be done to rectify this problem?
