It is very difficult for anyone to tell you the procurement procedure for state, central, national and for private hospitals. There is a lot of variations between state to state and between different health care system.
In Delhi itself, we have many government procurement systems. Recently I did a detailed study on the procurement system of Delhi. In Delhi we have 
Central government - tertiary hospital and CGHS dispensaries
Govt of NCT Delhi
MCD
NDMC

Apart from these agencies, there is Defense hospitals, Railways Hospitals and they have their own procurement system.
 
For your research paper you have to actually go to these offices, meet the person concerned, have meetings with them, see their system and only then you can comment in your research paper.
