Dear Dr. Joseph,
   
  There is an article published in Health Policy and Planning entitled  "Quality Medicines for the poor: experience of the Delhi Programme on rational use of drugs" 2005; 20(2); 124-136 on drug procurement by Delhi state.  This paper in fact, describes the various components of Delhi State Drug Policy highlighting the selection of essential drugs, procurement, distribution, prescribing - standard treatment guidelines and training programmes.
   
  There is another book  " The Delhi Model" published by Delhi Society for Promotion of Rational Use of Drugs (DSPRUD) wherein discusses various procurement model.
