Dear Dr. Gopal Dabade,
There are 4 quantification of drug needs methods namely
1. Consumption based - past consumption is taken in to account
2. Morbidity based - which uses morbidity profile and patient attendance
3. Adjusted consumption method - this method is used for statewide quantification exercises wherein you study consumption data for past years usually 3 years in some model health facilities according to level of health facility.
4. Service level.
As I understand from you message third method would be appropriate. From DSPRUD we have done state wide quantification of drug needs according to level of health facility in 3 states - UP, Chhattisgarh and Uttarakhand.
