Training to lakhs of 'Jhola Chaap' Chemists (1)

The UPA Government in India is gearing up to impart training to the lakhs of 'Jhola Chaap' Chemists (Quacks. In northern India, Quack doctors are called Zola Chaap Doctors) in the country. For this, the government will begin a short-term course, through which, they may be made capable of dispensing the right medicines to the patients and performing first-aid. This will benefit lakhs of so-called chemists in the country.
It is interesting to note that, in the majority of medical stores, instead of trained chemists, ( unskilled) youths with general education perform the job of selling medicines. The government has termed these as 'Jhola Chaap Chemists'. The trained chemist, under whose name the pharmacy runs, rarely sit in the 'shop' ( pharmacy).
The Minister for Chemicals, Fertilizers & Steel, Mr. Ram Vilas Paswan, has told Dainik Jaagran that, the Ministry of Chemicals is preparing an outline for this kind of course. An extensive draft about this will soon be prepared and submitted before the cabinet. According to Paswan, through this short term course, it will be possible to enable such so-called chemists to carry out First-Aid. Another benefit of this is that they will be able to give the patient the exact medicines as have been recommended ( prescribed) by the doctor.
In reality, these so-called chemists often give the patients such medicines as they may not actually require. After training, the outline ( modalities) for giving them licence and other matters (formalities) will be prepared. He said that the Parliamentary Advisory Committee has extensively discussed this matter. Now the matter is being forwarded.
He said that a proposal to utilize at least 20 % of the income of the MPs and MLAs in the treatment of poor (BPL class) people will soon be sent to the Parliamentary Works Ministry & the Prime Minister's Office (PMO). A decision to this effect has recently been taken.
Paswan said about the proposed Drug Policy that presently this matter is pending in the Group of Ministers (GOM). This may take some time yet, but the National Pharmaceutical Pricing Authority (NPPA) has begun the work of restricting the Drug Companies from its side. Recently, the Price Rise Benefit (?) has been reduced from 20% to 10%. He said that the NPPA has been fully authorized to keep the drug prices at the right (affordable? accurate?) level.
