P-drug or P-Medicine? (1)

Dear viewers, 

The concept of P-drug is promoted by WHO and it appears to be an instrument to encourage practice of rational therapeutics. With the change in nomenclature of 'rational use of drugs' to ?rational use of medicines' and EDL to EML by WHO recently, should we not recall "P-drugs" as 'P-medicines'? 

Is there any difference between "selecting a drug of choice" and "selecting a P-drug"?
