Dear all
There is no doubt that it requires concentrated effort. Dr. Kamala Krishnaswami's suggestion of writing a letter to all concerned departments can be a first step which would then need rigorous follow up. Maybe a group of a few persons can take up the follow up work to try and make a dent somewhere. Drawing media attention to the matter in a sustained and aggressive manner can be another method used.
