How to Prevent Unneccesary Wastage of Medicines?

In a country like India where we can observe unavailability of many life saving medicines in some rural patches including the primary health centres run by Govt., whether it be medicines like anti-snake venom serum or any other premium drug. But on the other hand it is also seen that a large amount of medicines get expired in the shelf of retailers and wholesalers, no matter branded or generics. It not only creates concern for marketers/manufacturers but also has the potential socio-economic impact on our healthcare system and environment. Even the health professionals of rural hospitals and PHC's who always cry for adequate supply of medicines, fail to utilize the medicines efficiently when they get it supplied by NGO's, Govt. or other premium global organizations working at International levels. It either happens due to unprofessional attitude, lack of knowledge for Inventory control or simply due to lethargy. For eg: some of the medical Institutions in India had allegedly failed to utilize their stock of morphine tablets supplied for relieving pain of cancer patients.
I request you all to discuss the remedy for such wastage of drugs and also to suggest whether it is feasible that pharmaceuticals should donate their commercial branded near expiry medicines to charitable institutions?
