Dear Dr Sandeep,

If we talk of minimum requirements then a table, chair, telephone 
connection, internet, a file with query forms, books (Goodman&Gilman), 
Martindale, Harrison's texbook of Internal Medicine and IDR should suffice 
for starting. Of course, most important is to make people aware of the 
facility.
