The combination may be registered withe State Drug Control authority, but 
not necessarily the Central Drug Control Authority.
Hundreds of formulations have been granted approval by state drug 
controllers, though not approved by the DCGI (Which is of course illegal).
The biggest other examples being FDCs of Nimesulide.
There is a tussle going on between state DCs & central drug control......
Till then, public will continue to get such 1/2 unapproved, 1/2 approved FDCs.
