Dar I drug participants,

The experience gained at Delhi and Tamilnadu clearly indicates that
pooled procurement has many advantages. It reduces the cost of
medicines and increases the availablilty of essential madicines (EM) in
health facilities and hospitals. Another added advantage of central
procurement, which has been noticed, relates to minimising chances of
corruption at multiple levels of procurement in case of decentralised
procurement.

However, Central Pool Procurement must be at the state level and NOT at
Country level which is unmanagable in a vast country like ours.
It is also important that selection of EM in each hospital and health
facility should be streamlined, although the selection is being made
from Esssential Medicines List of the state only. It should strictly be
need based as per level of health facility.

Decentralizing selection & procurement of EM at Zila Parshid and
Panchayat level may worsen the situation.
