Response to Pooled pharmaceutical procurement

1. The national list of essential drugs of the MOH is quite
comprehensive. The drugs needed from it for different levels can be
made by the states without much difficulty.

2. The procurement should be done from the central rate contract
(RC)rather than RC at state level. The distribution is usually very
difficult as the government does not have the machinery for it e.g., in
Uttaranchal State the person from each of the facilities has to spend
his own money to collect the medicines. Even the loading/unloading
charges at the central stores cannot be met from the contingency money.

The purchases through central RC have been done very successfully by
Delhi State and medicines availability scenario along with the
perceptions of the provider and the patients have changed dramatically.
