(An interesting discussion can be initiated in Idrug, to discuss if
India is preparing in accordance to the draft report from the
WHO/UNAIDS quoted below, to deal with the HIV /AIDS issue. Thanks?SS)


On World AIDS Day 2003, WHO and UNAIDS released a detailed and concrete
plan to reach the 3 by 5 target of providing antiretroviral treatment
to three million people living with AIDS in developing countries and
those in transition by the end of 2005. This is a vital step towards
the ultimate goal of providing universal access to AIDS treatment to
all those who need it.

Also, a draft report from the WHO/UNAIDS Zambia consultation "Emergency
scale-up of antiretroviral therapy in resource-limited settings:
Technical and operational recommendations to achieve 3 by 5" has been
prepared, which is available on the following URL

This document is the report from a consultation co-hosted by WHO and
UNAIDS in Lusaka, Zambia between November 18 and 21, 2003. The meeting
brought together more than 100 experts including people living with
HIV/AIDS, treatment advocates, policy-makers, representatives of UN
agencies, researchers, government officials, policy-makers, donors and
NGOs involved in HIV/AIDS treatment, care and support. The purpose of
the consultation meeting and the preparatory work by five working
groups in September and October 2003, was to develop emergency
technical and operational recommendations
to guide the scaling up of antiretroviral therapy (ART) for people
living with HIV/AIDS in resource limited countries.

The recommendations contained in this meeting report will be used in
the development of a technical and operational manual for
antiretroviral therapy (ART) scale-up to be produced by WHO and UNAIDS
in the first quarter of 2004.
