SHORT INTERNATIONAL TRAINING COURSE ON PROMOTING RATIONAL DRUG USE IN
THE COMMUNITY

This is a one-week condensed version adopted from the official WHO
course on ?Promoting Rational Drug Use in the Community? for health
programme staff from ministries of health, universities, development
agencies, nongovernmental and other organizations, and individuals
interested in improving drug use in the community.
OBJECTIVES
This ground breaking course has been developed by the WHO to meet
requests from many individuals and organizations, and to respond to a
clear need for more effective planning, research and implementation of
rational drug use activities in the community. The course concentrates
on methods to study and remedy inappropriate drug use in the community,
including an analysis of factors affecting drug demand, supply,
distribution and rational drug use. Participants will learn practical
approaches to investigating and prioritizing drug use problems, and to
develop effective strategies for a change.
DATE AND VENUE
Course will be held from February 9-15, 2004 at Indian Institute of
Health Management Research, Jaipur. The participants are advised to
reach Jaipur by the evening of February 8, 2004 and plan their
departure on February 15 evening. The Institute is located 2 km from
Jaipur Airport and about 20 km from the Railway Station and from the
Bus stand.
DESIGN
The course is participatory in nature and uses the knowledge, skills
and experiences of participants as a major resource throughout.
Teaching methods include group activities, fieldwork, presentations and
discussions. The course will be conducted in English, and given its
interactive nature participants need a good command of that language to
participate fully. Course materials have been developed as per the
guidelines of WHO and in collaboration with eminent colleagues in this
field. Participants will thus be exposed to a wide range of national
and international experience.
HIGHLIGHTS
Sampling of public health facilities for analyzing availability and use
of medicines
Methods to identify community drug use problems
Indicators for evaluation of availability and use of medicines
Field exercises to evaluate availability and use of medicines
Selection of drugs and factors that shape drug demand
Advocacy and IT Network for Rational Drug Management in the community
Use of different media channels
Planning and evaluation of interventions for promotion of rational use
of medicines
FEES AND APPLICATION
The fee of Rs. 28,800 (US$ 600) covers tuition, course materials,
shared accommodation in Institute Guest House and all meals. Single
rooms are available for an extra US$ 10 per night payable by
participants. The fee for local participants without accommodation,
breakfast and dinner is Rs. 14,400 (US$ 300). All travel expenses and
health insurance are the responsibility of participants or their
sponsoring organization.
The deadline for receipt of applications at the address given below is
31 January 2004. Fees are payable to Indian Institute of Health
Management Research, Jaipur.

Brief Information about the Trainers
J.S Bapna, MD, PhD is the professor of health and pharma management at
the Indian Institute of Health Management Research, has conducted
extensive field surveys, data collection for research projects with
agencies like WHO, World Bank, EU, Euro Health Group and MSH at
primary care level. He has several years of experience of working with
essential drugs and vaccines programmes under WHO-India Essential
Drugs Programme as Vice President of Delhi Society for Promotion of

Dennis B. Batangan, M.D.,M.Sc. (Heidelberg) is a research associate at
the Institute of Philippine Culture (IPC), Ateneo De Manila University
(ADMU) Philippines. His interest and expertise includes health
human resource planning, social health insurance, ICT and
health, and rational drug management. He is an expert in the area
of net working of information on rational drug management. He is the
co convener of the information, communication and technology (ICT) and

Kamaxi Bhate M.D. (psm) Bombay Univercity is Associate Professor in
the Department of Preventive and Social Medicine. She has experience
in the area of patient education and conducted trainings for
Community Health Volunteers. She Participated in training in Rational
Drug Use in the Community, at Bangkok November 2002.

N.R. Biswas MD, DM, DNB is Additional Professor Pharmacology at All
India Institute of Medical Sciences, New Delhi. He is associated with
India-WHO Programme on Essential Drugs and National Pharmacovigilance
Centre. He has contributed to the Medicines Policy for Uttranchal
State.
Prem C. Dandiya, PhD (Toronto) is the Emeritus Professor, SMS Medical
College Jaipur and President RSPRUD. He has been the President of
Indian Pharmacological Society, Pharmacy Council of India and Indian
Pharmaceutical Congress Associations. He has been conducting studies of
utilization of pharmaceutical services and training on RUD.
Debarati Guha-Sapir, Professor of Epidemiology, School of Public
Health, CRED, University Catholic Louvain, Brussels is an expert in
operational research, socio economic correlates as determinants of
health, epidemiological methods and methods of implementation.

S.D. Gupta, MD, PhD (John Hopkins) is the Director, Indian Institute of
Health Management Research, He has experience in the area of
Information Management with reference to planning, implementation,
monitoring and evaluation of health systems research in India.

organizing international course on Rational Drug Management at the

GD Khilnani MD is Professor and Head, Pharmacology, SMS Medical
College, Jaipur. He participated in WHO sponsored Pharmaco-economics
course in India. He is a resource person for the European Commission
supported RUD programme in Rajasthan.
Paul Lalvani, Country Director SEAM, for MSH is MBA with pharmacy
background. He has experience in healthcare research which includes
work in public and private sector in developed and developing
countries. He specializes in conducting national pharmaceutical sector

Ranjit Roychaudhury is UNESCO Professor in Rational Use of Drugs at
Chulalongkorn University, Bangkok and Emeritus Professor at the
National Institute of Immunology, New Delhi. He is Coordinator of the
India-WHO Programme in Rational Use of Drugs and President of the Delhi
Society for Promotion of Rational Use of Drugs. He has worked with WHO
as Regional Advisor in Pharmaceuticals at the Eastern Mediterranean
Regional Office at Alexandria and introduced programmes in Rational Use
of Drugs in nineteen countries in the region. In 1998 the President of
India bestowed on him the title of Padma Shree for his contribution in
medical education and medical research.
Rameshwar Sharma MD, FAMS, visiting Professor at the Indian Institute
of Health Management research has experience in the area of public
health and has been advisor to the World Health Organisation. He was a
member of the Working Group of the Planning Commission for Medical and
Health Research and Development.
Sangeeta Sharma MD is Assistant Professor at Institute of Human
Behaviour & Allied Sciences. She also worked as Technical Coordinator,
India ? WHO Essential Drugs Programme, Delhi Society for Promotion of
Rational Use of Drugs for one year. Dr. Sharma compiled the Standard
Treatment Guidelines and User?s Manual on Drugs for pharmacists and the
public. She has experience in the area of prescribing behaviour of
physicians.
Uma Tekur MD is Professor Pharmacology, Maulana Azad Medical College,
New Delhi. She is Joint Secretary of DSPRUD. . She had organized
National Training Course on Promoting Rational Use of Drugs at New
Delhi
Krisantha Weerasuriya MD PhD FRCP is a Clinical Pharmacologist and is
the Regional Adviser in Essential Drugs and Medicines Policy (EDM)
programme at the WHO South-East Asia Regional Organisation (SEARO)
