Dear Dr. Usha Gupta,

I agree with you. It would be preferable to tackle it on all the three 
fronts as suggested by you namely:--
(a) Create awareness at all levels - Govt. Doctors / Private
Practitioners  / Pharmacists / Patients
(b) Pilot study at all levels as above
(c) Evaluation study to be done after implementation to study success.
