In the context of a joint collaboration between the Zimbabwean Ministry of
Health, the French Agency of Development (AFD) and the Institute of Public
Health, Epidemiology and Development (ISPED) of the University Victor
Segalen Bordeaux 2, a three-year prevention of mother-to-child transmission
of HIV (PMTCT) programme has initiated in March 2004 in two rural districts
of Zimbabwe.

This programme aims to strengthen the institutional and operational capacity
of the Zimbabwean government to prevent the spread and mitigate the
consequences of the HIV/AIDS epidemic.

Among the main components of the programme are:
- the integration of voluntary counselling and testing of HIV (VCT)
and simple antiretroviral prophylaxis for PMTCT, within existing mother and
child health services in the targeted districts and health centres;
- the support of primary HIV prevention activities through basic
medical and psychosocial care for people living with HIV/AIDS within local
communities, specifically families identified by the PMTCT programme.
- The link with HIV care services as they are upgraded through FSP
and other programmes.
- the capacity building towards care and support of Orphans and
Vulnerable Children.

This project has initiated for more then a year now. We are looking for a
public health coordinator - programme leader who will continue activities.


1. Terms of reference

The programme will be implemented under the direct supervision of the Public
health coordinator - Programme leader, in partnership with the Zimbabwean
Ministry of Health and other local and international partners.

The Public health coordinator will report to the Ministry of Health and
ISPED.
He(she) will be responsible for:
- providing technical expertise within the project objectives and
work-plan;
- co-ordinate the implementation, supervision and follow-up of the
project activities
- ensuring the visibility of the project in the country and
internationally.

The Public health coordinator - Programme leader will supervise and
co-ordinate the programme within each district.
In collaboration with the Zimbabwe Ministry of Health, the provincial
authorities and local health personnel, he(she) will supervise the
integration of programme activities within the mother and child health
services and community organisations involved.
He(she) will produce guidelines, protocols and training material to the
benefit of the local health and community staff.
He(she) will contribute to the strengthening of the local heath system,
participating notably in the design and implementation of operational
research studies. The definition of innovative approaches of HIV/AIDS and
PMTCT service delivery specifically will be essential.

Specific tasks

- participate in the formulation and development of ISPED HIV/AIDS
projects goals, strategies and approaches, notably for PMTCT operational
research and activities related to orphans and vulnerable children;
- provide technical support to health staff at the national,
provincial and district levels in the implementation of the HIV/AIDS
projects for the purpose of capacity building at district level and
expansion of coverage of services and monitoring of activities;
- undertake field visits, surveys, operational research and document
best practices and lessons learned for the project;
- participate in the preparation of project reports (programme
analysis, annual reports, etc.) required by ISPED and donors;


2. Profile

Qualifications
MPH and/or Medical doctor qualified in public health and epidemiology
Training and/or experience in data management

Experience
Minimum three year field experience in public health programmes in
developing countries, specifically in Africa

Other
Knowledge of HIV and mother and child health programmes
English fluent required


3. Contract specificities

Ideal start: August 2006

One year contract renewable

Remuneration will depend on candidates' qualifications and experience

Working conditions
Post is based in Mutare (third main city in Zimbabwe) with frequent field
visits to rural districts
