En janvier 2004, Aidspan publiera un document intitulé Un guide pour
obtenir de l'assistance technique (l'A.T.) liée au Fonds mondial, qui
inclura un répertoire d'organismes de divers types et tailles qui ont fourni
de l'A.T. à d'autres pour leurs propositions au Fonds mondial en 2002-2003,
et/ou qui sont disponibles à cet effet en 2004.

Si vous et votre organisme êtes un fournisseur actuel ou potentiel d'A.T.
liée au Fonds mondial, prière de répondre au sondage sur Internet à
www.aidspan.org/survey. Si vous n'êtes pas un fournisseur d'A.T. liée au
Fonds mondial mais connaissez un ou des organismes qui le sont, veuillez
leur relayer cette lettre.

Dear Colleague,

This is a special letter to subscribers to "Global Fund Observer" (GFO) and
selected others regarding Aidspan's forthcoming "Guide to Obtaining
Global-Fund-Related Technical Assistance."

I'm writing to ask whether you, OR anyone you are in contact with, is an
actual or potential provider of Technical Assistance (TA) to countries or
organizations applying for grants from the Global Fund to Fight AIDS,
Tuberculosis, and Malaria. If so, I would be very pleased if you/they would
complete a survey of Global Fund TA providers.

This 15-question survey can be completed on-line in English, French, or
Spanish at www.aidspan.org/survey. In case respondents prefer to download
the survey, PDF versions of this survey in these three languages plus
Russian can also be downloaded at www.aidspan.org/survey, to then be
completed and returned as an attachment to an email to TAform@aidspan.org,
or via fax to +1 (212) 208-2543.

If you are unable to access the web and would like to be sent the PDF file
by email, please send an email to TA@aidspan.org, stating whether you wish
to receive the English, French, Spanish or Russian version.

I am sending this letter to all TA providers that Aidspan has identified,
and to many others (including all Country Coordinating Mechanisms and all
subscribers to "Global Fund Observer") who could forward this letter to TA
providers.

In January, based on the results of the survey, Aidspan will produce "A
Guide to Obtaining Global-Fund-Related Technical Assistance." This will
consist primarily of a directory of organizations, of all types and sizes,
that have provided TA to applicants to the Global Fund during 2002-3, and/or
that are available to do so in 2004.

The Global Fund will launch Round 4 on 10 January 2004, and will specify
that completed applications must be submitted by early April. This may be
the last round until at least 2005. Aidspan is producing this Guide in
order to help potential Fund applicants, and winners of earlier grants, to
identify potential providers of TA. This, we hope, will lead to more and
better applications to the Fund, and to grants being more successfully
implemented.

Further information about the Global Fund can be found at
www.theglobalfund.org. Further information about Aidspan and its
publications, including Global Fund Observer (GFO), can be found at
www.aidspan.org. Aidspan has a cordial working relationship with staff of
the Fund, with whom this survey has been discussed; but Aidspan is
completely independent of the Fund and is solely responsible for this survey
and Guide. Aidspan is also working on three other Guides: "A Guide to
Applying to the Global Fund," "A Guide to Starting Implementation of a
Global Fund Grant," and "A Guide to Building and Running an Effective CCM."
Publication of these will be announced in GFO. (To subscribe to GFO, see

If you and your organization are a current or potential provider of
Global-Fund-related TA, please complete the survey. If you are not a
provider of Fund-related TA but you know one or more organizations that are,
please forward this email to them, or send an email to TA@aidspan.org naming
the organization(s), contact people and preferred language (English, French,
Spanish, Russian) so that we can contact them directly.

Surveys must be completed by Friday 12 December 2003, preferably on-line, or
