Terms of Reference for Technical Assistance in Procurement to the GFATM
Principal Recipient Unit at the Ministry of Health

Context:
As part of the process of implementing the Global Fund to Fight AIDS,
Tuberculosis and Malaria (GFATM) grant, allocated to Cambodia, the Ministry
of Health in its role of Principal Recipient (PR) of the grant has
requested support from UNDP and WHO to implement procurement guidelines and
expedite the procurement of antiretroviral drugs.

UNDP will fund a short-term consultant for 6 months to further develop the
capacity of the Principal Recipient for the procurement and supply
management of drugs and equipment according to the GFATM-approved
procurement guidelines. This will be done in collaboration with WHO with
regards to any medical and/or pharmaceutical issue.

UNDP is inviting applications for this consultancy The successful candidate
will be accountable to the UNDP Resident Representative for the overall
outputs. S/he will be working under the guidance of the PR Management and
will liaise as appropriate with WHO.

The key duties are to:
· facilitate the coordination of all stakeholders, including
sub-recipients, by the PR unit of the Ministry of Health in matters related
to procurement;
· guide the PR in preparing tender documents and evaluating bids, and
provide support to those involved in the tender process;
· build the PR capacity to ensure proper implementation of activities to
ensure timely procurement of quality antiretroviral drugs, other
pharmaceuticals and equipment;
· build the capacity of the appointed procurement officers of the PR office;
· in consultation with all key stakeholders, facilitate the development of
a MoH procurement structure and process for ARV?s that could be used as a
?model? for purchasing other pharmaceuticals The ?model? should allow a
process to address urgent and future procurement issues related to ARVs ;
· assist the PR in ensuring that procurement guidelines are properly
implemented. Provide clarification and/or training to the Sub-Recipients
(SR) if needed;
· advise the PR on the development of a procurement plan for the rest of
the Program of Round 1 and procurement plan for Round 2;
· other tasks related to procurement activities of the PR Office of the
Ministry of Health.

Outputs:
· The locally appointed Procurement Officers have the skills to continue
procurement for the PR independently;
· Evaluation report on the quality of the tendering process;
· Assist the Principal Recipient in delivering the following outputs:
- Tender documents submitted within agreed timeframes;
- Prepare the award contract between the PR and awarded supplier;
- Timely supplies of ARV drugs are available;
- A ?model? MoH procurement process of pharmaceutical and medical materials
is developed and tested especially for ARV drugs;
- Procurement plans for the rest of the Program of Round 1 and Round 2

The incumbent will be part of a multidisciplinary team composed by members
of the PR appointed by the Ministry of Health.
The post will be based in the PR Office of the Ministry of Health Phnom
Penh, Cambodia.

Essential qualifications and experience required:
· A relevant university qualification in the field of procurement or
management
· Relevant experience in general procurement procedures, preferably with
drug procurement experience;
· Proven interpersonal, negotiating and organizing skills;
· Ability to communicate with counterparts for whom English is a second
language
· Good spoken and written English, French would be an asset
· Experience living/working in Cambodia and knowledge of the Cambodian

Health System would be an asset
Desirable knowledge and experience
· Experience in ARV procurement.
· Some familiarity with the GFATM process
