International pharmacist coordinator
New position open for two years, renewable

1. Context
Drugs delivered to the patients in MSF programmes are either bought locally
in the country where the programme is implemented, or most of the time
imported from our three supply centres/department: MSF Amsterdam, MSF
Brussels (Transfer) and MSF Bordeaux (MSF Logistique).
The drugs supplied from our supply centres/department are much cheaper (up
to 100) than the same products sold in the industrialised countries.

The drugs supplied are:
- Either manufactured in Europe for export to developing countries
- Or manufactured in emerging countries (such as India, Brazil, Korea, etc)
for their own market or for export in developing countries
Those drugs are proposed on the international market for export as any kind
of commercial goods. It is up to the buyer to accept or not the level of
quality of each purchase.
Since those drugs are not registered in industrialised countries, patients
treated with such medicines do not benefit from the same quality assurance
than European patients.
Drugs are sent by MSF in countries where they are most of the time not
registered neither. They are imported by MSF taking therefore the full
responsibility on their quality.

It is obvious that MSF cannot take the risk to supply drugs more toxic or
less efficient than those available in Europe. However, managing quality
assurance is complex, requesting expertise of specialised pharmacists. This
is far beyond the capacity of each single section. That is why the general
directors have decided at the end of October 2002 to open a position for a
senior pharmacist coordinator. This position is attached to the
international medical coordination at the international office in Brussels.

2. Place within the organisation and job location
The international pharmacist coordinator is under the direct responsibility
of the international medical coordinator (Myriam Henkens).
(S)He will be based in the international office of MSF in Brussels.

3. Main purpose of the job
- Ensure that the quality of drugs supplied in MSF projects are of
acceptable quality, through a coordinated network of pharmacists in MSF

4. Core responsibilities and tasks

- Organize the network (specialization, methodology for decision process,
etc) and organise relevant meetings between the network members
- Coordinate standard and procedures definition for MSF prequalification
(with the help of a consultant)
- Implement those procedures to guarantee coherent quality level within MSF
sections
- Coordinate the field visits to support local purchases together with the
medical directors
- Set priorities (drugs for which new sources for international supply are
needed first).
- Evaluate the needs for regional position (India, Moscow?) propose
solutions for regional improvements to the medical directors
- Coach/train new comers
- Technical back up for the regional pharmacist based in Central America
- Coordinates with campaign pharmacists on relevant dossiers
- Link with other prequalification systems (UNICEF, IDA, WHO)
- Link with external consultants
- Centralise documentation (including the database).

Implementation will be done in coordination with the medical directors, the
international medical coordinator and the pharmacists of the medical
department, supply centres and department.

5. Planning
The position is open for 2 years and should start in June 2003. An
evaluation of the project is foreseen in March 2004.

6. Requirements
Training:
Senior pharmacist with degree/diploma in Pharmacy

Experience:
2 years of experience with MSF or similar organisations
Knowledge of developing countries and emerging market mandatory
Experienced in quality evaluation
Previous collaboration with pharmacists in other major organisations (WHO,
Unicef, ICRC, etc) and with pharmacists involved in prequalification

Particularities:
Fluency in English and French mandatory (Spanish would be an added
advantage)
Mature with strong interpersonal and organisational skills
Ability to work and report independently
Willingness to travel regularly in Europe and in the field
Able to represent MSF in relevant meetings

7. Salary and working conditions
Equivalent to the deputy medical director of the operational sections.
