Chers amis

 Depuis sa prise de fonction  voilà près d'un an et demi, la Directrice de
l'Agence du Médicament (National Agency for Food and Drug Administration and
Control NAFDAC) a intensifié les offensives, comme prévues par la loi,
contre les fabricants, les distributeurs et les importateurs locaux de
contrefaçons, de produits expirés, de produits hors normes, ou
non-enregistrés, qu'ils soient des médicaments, des aliments ou des
boissons. D'évidence, cela ne s'est pas bien passé avec les acteurs de
l'ombre dans ce genre d'activité. Les deux rapports ci-dessous relatent
l'attitude maffieuse qui existe au Nigeria actuellement.

Ecrivez, faxez ou téléphonez au D-G de NAFDAC pour l'encourager et soutenir
son action visant à éliminer les contrefaçons de médicaments, de nourriture
et de boissons, et les produits de mauvaise qualité.

Cambriolage du laboratoire du NAFDAC

On soupçonne des vandales d'avoir visité hier le laboratoire du NAFDAC's à
Oshodi, Lagos et d'avoir emporté des échantillons de nourriture et de
boisson, laissant derrière eux des traces de destruction de leur passage. On
pense qu'ils étaient une trentaine, et que l'incident s'est produit vers une
heure du matin. Il aurait duré jusqu'au lever du jour sans interruption.

Le Directeur-Général de l'Agnce, Mme. le Dr. Dora Akunyili, a déclaré que
les vandales s'étaient introduits dans les lieux en passant par le mur
mitoyen entre NITEL et les Entrepôts Fédéraux de Médicaments - Federal
Medical Stores, à Oshodi, adjacents au laboratoire du NAFDAC.
"Après avoir maîtrisé les hommes de la sécurité, ayant blessé à coups de
machette l'officier de police du burau de l'UNICEF situé dans les locaux des
Entrepôts Fédéraux de Médicaments, qu'ils avaient désarmé, ils sont ensuite
entrés dans le laboratoire du NAFDAC.
Ils ont ensuite brisé portes et fenêtres, vandalisant presque tous les
bureaux, les laboratoires et les magasins. Ils ont bu les échantillons
d'alcool, et ont emporté les échantillons de nourriture et de boissons,
détruisant ceux qu'ils ne pouvaient emporter."

Il semble qu'ils ont emporté des appareils portables tels que des
ordinateurs portables, des balances, des pH-mètres et des appareils de
mesures de radioactivité.

Ils ont détruit et vandalisé le gros matériel comme les chromatographes en
phase gazeuse, les spectrophotomètres de masse, les spectrophotomètres à
absorption atomique, le spectrophotomètre à résonnance magnétique nucléaire,
des protecteurs de surcharges de courant et les imprimantes attachées à ces
instruments ainsi que le système de communication PABX.

Le Dr. Akunyili s'est plainte de ces destructions ajoutant qu'ils ont "mis
par terre le laboratoire mais pas l'Agence NAFDAC. S'il s'était agi de
voleurs, ils auraient simplement pris ce qu'ils pouvaient alors que ceux-ci
sont venus pour détruire. Plus que jamais, nous sommes déterminés à
poursuivre notre action, ceci ne nous arrêtera pas. Si nécessaire, nous
enverrons les échantillons à l'étranger pour contrôle".

A noter que l'agence a récemment accru ces offensives contre les
contrefaçons et autres produits de mauvaise qualité dans le pays.

Le Directeur Général de l'Agence du Médicament (National Agency for Food and
Drug Administration and Control NAFDAC), Madame le Dr.  Dora Akunyili a
déclaré que l'attaque perverse, la semaine dernière, du laboratoire de
l'Agence à Oshodi, n'affectera en rien la résolution de l'Agence engagée à
protéger la santé des consommateurs comme l'exige la loi.

S'exprimant lors d'une visite d'inspection des lieux peu après que des
inconnus s'y soient introduits et aient mis à sac la plupart des bureaux,
des laboratoires et des entrepôts, causant un préjudice évalué à environ 200
millions de Neiras, elle a ajouté que l'Agence reprendra ces activités dès
cette semaine.

 " Cet acte de sabotage ne m'intimide pas, a-t-elle déclaré. L'Agence a
d'autres laboratoires dans le pays. Il y a aaussi des laboratoires qui
peuvent nous aider à l'étranger et je peux vous assurer que nous reprendrons
nos activités dès la semaine prochaine."

Comme un avertissement aux marchands de contrefaçons et autres malfaiteurs
qui ne respectent pas la réglementation des produits, elle a ajouté qu'ils
avaient perdu la bataille car l'agence reste déterminée à poursuivre son
action de protection de la santé publique.

Mme Akunyili, dans sa déclaration, a raconté comment, dans les premières
heures du mardi 30 août, des maraudeurs nocturnes, que l'on croit être 30
environ, se sont introduits dans les locaux et ont tout détruit, paralysant
les activités du laboratoire. "Ils ont molesté et attaché tous les gardiens,
blessant sérieusement à coups de machette l'officier de police mobile en
fonction dans les bureaux de l'UNICEF situés dans les Entrepôts Fédéraux de
Médicaments - Federal Medical Stores - lui prenant son arme, avant d'entrer
dans le laboratoire de l'Agence NAFDAC.

 "Ils ont brisé portes et fenêtres, vandalisant presque tous les bureaux,
les laboratoires et les magasins. Ils ont bu les échantillons d'alcool, et
ont emporté les échantillons de nourriture et de boissons, détruisant ceux
qu'ils ne pouvaient emporter et emporant les appareils portables comme les
ordinateurs portables, des balances, des pH-mètres et des appareils de
mesure de radio-activité."

Les envahisseurs ont aussi détruit les appareillages connexes et les
échantillons stériles du laboratoire de microbiologie, libérant des
spécimens. Plusieurs véhicules garés sur le parking n'ont pas été volés,
mais ils ont été détruits et vandalisés.

En attendant, l'Agence a commencé une campagne de répression contre les
vendeurs des rues de contrefaçons de médicaments et autres produits
réglementés dans le but d'éradiquer le problème. Parlant du raid récent
contre le laboratoire de l'Agence, le Directeur des Mesures d'Exécution -
Director of Enforcement, le Pharmacien Dioka Ejionueme, a déclaré que cette
phase de la croisade contre les contrefaçons et la mauvaise qualité a déjà
décollé à Lagos, et qu'elle se mettra en place sous peu dans le reste du
pays. Selon lui, les inspecteurs sortent tous les jours et visitent rues et
marchés, de jour comme de nuit.

 Ejionueme a fait remarquer que la vente dans la rue est reconnue comme le
moyen le plus important de circulation des produits contrefaits, de mauvaise
qualité ou falsifiés.

Il a averti que la loi pésera de tout son poids sur les contrefacteurs qui
en plus de voir les produits saisis pour destruction, auront à faire face à
de lourdes peines.
