Health Technology and Pharmaceuticals (HTP)
Essential Drugs and Medicines Policy (EDM)
Drug Action Programme (DAP)

Objectives of the programme:

- To contribute to saving lives and improving health by developing
guidance and by collaborating with countries to provide: (1) equity of
access to essential drugs, (2) rational use of drugs, and (3) drug
quality, safety and efficacy.

The objective of the Drug Action Programme (DAP) is to optimize WHO's
technical support activities to Member States in the field of essential
drugs; and to integrate the outcomes from the EDM Quality Assurance and
Safety: Medicines (QSM) and Policy, Access and Rational Use (PAR) teams
with EDM's policy, access and rational use programme development
activities. DAP also liaises with other UN agencies, bilateral donor
governments and nongovernmental organizations in order to maximize the
impact of its activities.

The successful candidate will:
- Support Member States in formulating a comprehensive national drug
policy (NDP) document and identify relevant pharmaceutical policies to
address the situation in countries.
- Assist Member States and support the regional offices and countries in
the implementation of activities and strategies for different components
of an NDP that will improve the pharmaceutical situation.
- Develop an indicator-based monitoring system to evaluate the impact of
pharmaceutical programmes and WHO work at country level and to assist
countries in setting up a sustained and relevant monitoring system.
- Represent WHO at international, regional and national meetings related
to EDM activities at country level.

Qualifications Required:
Education and Skills:
Graduate degree in medicine or pharmacy. Post graduate degree in public
health or pharmacology would be an asset. Good knowledge of a
comprehensive pharmaceutical system, setting policies and identifying
and implementing relevant strategies to promote access and rational use
and quality drugs at country level. Good knowledge of evaluation and
assessment of the impact and outcomes of pharmaceutical strategies and
programmes, using indicators to direct strategic policies in
pharmaceuticals that are linked to drug information at
national, regional and global level. Ability to organize, adapt and
provide training on approaches towards the implementation of
pharmaceutical strategies at regional and country level. Ability to
assess proposals, promote implementation of operational research and
gather evidence based on information from pilot activities at country
level relevant to the implementation of a specific pharmaceutical
strategy. It would also be an asset to have strong analytical skills;
ability to manage and efficiently execute programmes involving
financial and human resources; ability to sustain efficient and pleasant
working relationships with government officials, colleagues and other
partners; sensitivity and ability to work in a multicultural
environment; ability to draft precise and concise reports; ability to
work in a team.

Experience:
At least 8 years experience, in both developing and developed countries,
in situation analysis, formulating and monitoring the impact and outcome
of national drug policies and pharmaceutical strategies. At least five
years experience of direct involvement in implementing developing
country drug programmes (policy, legislation, regulation, supply,
procurement, financing, rational drug use).

Languages:
Excellent working knowledge of English or French with a good working
knowledge of the other. Knowledge of other official WHO languages would
be an asset.

Annual salary (net of tax):
US$ 52 503 at single rate and US$ 56 380 with primary dependants.
Post Adjustment: 31.1% of the above figures. This percentage is to be
considered as indicative since variations may occur each month either
upwards or downwards due to currency exchange rate fluctuations or
inflation.
