E-DRUG: Regarding vaccine production in developed countries

Dear friends,
I wish to know the source of vaccine production for public health purpose in developing countries.

Is the production of vaccine for public health requirement in the hands of private sector?
If so then is it regulated by the government?
Or is it in the hands of public sector?
Is there any current shift in the policies with regard to vaccine manufacture from private sector to public sector?
I am raising this question as the Indian health minister has directed closure of three public sector manufacturing vaccine production centres in India recently.
So what is the experience in developed countries?

[It would be interesting to know the reasons for closure in India. Vaccines are controlled by the same IP system as for other medicines. Off patent vaccines may legally be produced by competent manufacturers. Sources of vaccines depend on country agreements. Have a look at the GAVI website www.gavialliance.org/ BS]
