Dear E-druggers,
I believe that what has been raised in this issue is very qualitative and revolves around the understanding of those factors which could be understood as constituting a "waste".
Commodities management (I assume the discusion is on commodities management)depends on factors controllable by human interaction and also by unpredictable circumstances. This makes their management ( including the management of pharmaceuticals) very intriguing. Despite the various formulars and factors garnered for the quantification of their needs, there is the ever present recurrence of mismanagement presenting either as overstocking or understocking with eventual outcome.
Giving a 5% acceptable limit might be too small in some circumsatnces but in others might constitute a great managerial problem. 5% of $1,000,000 could pay the salary of a very top management staff in a developing country setup for 10years while in a developed country this might be non consequential.
I have always believed that the management of commodities should be done in a manner that minimises waste, encourages accountability, considers vulnerability, eliminates malpractices and promotes equity.
