E-DRUG: The use of unauthorized/unregistered drugs

Dear E-druggers,

I am collecting information about the use of unauthorized / unregistered drugs in different countries.  The use of unauthorized drugs may be possible by "compassionate use" or importation.  Please provide information about the regulations and the reality for the following situations of your country:

1. Clinical trials are ongoing in the country but some patients are not eligible for the trials.

2. No clinical trials of the drug are ongoing in the country. The drug is already on the market of another country.

3. No clinical trials of the drug are ongoing in the country. The drug is under investigation in other countries.

Information of any country is welcomed, but I am especially interested in the situation of the UK, France and Canada.  I have already downloaded available documentation at the websites of the regulatory agencies of these countries.  I am not interested in parallel import of authorized drugs, but in the use of unapproved drugs.
