E-DRUG: Training Course on Promoting Rational Drug Use in the Community (2)

Dear E-druggers,

The main obstacle to rational drug use is the system of rules and incentives designed to maximize irrational use; so I hope you're straight about that in the overview of why promoting rational drug use is so difficult. 

I have a paper on this, but in essence, until incentives and regulations reward rational use, the system will be against it.
