ART Logistics Advisor:

The ART Logistics Advisor will provide technical assistance to the Namibia Ministry of Health and Social Services, Namibia Institute of Pathology and other partners, supporting a range of programs, but primarily focused on strengthening logistics systems for HIV/AIDS commodities, and improving supply chain management practices. The commodities include but are not limited to: antiretroviral drugs (ARVs), drugs for opportunistic infections (OIs) Rapid Test Kits and laboratory supplies and reagents. The ART Logistics Advisor will also work to ensure that logistics management requirements are adequately provided for in all USG-funded HIV/AIDS commodity support programs in Namibia.

SPECIFIC RESPONSIBILITIES:

The ART Logistics Advisor will have responsibilities including, but not limited to, the following:

* Provide overall supply chain management technical assistance support to the Ministry of Health and Social Services, Namibia Institute of Pathology, VCT Partner and other partners.
* Provide support to the Central and Regional Medical Stores for the procurement, management and distribution of HIV/AIDS and related commodities to all sites.
* In collaboration with the MoHSS Pharmaceutical Services Division and the Medical Stores, monitor the functioning of the ART Commodity distribution system, ensuring that stock outs and overstocks at the ART sites are avoided or kept to the minimum.
* In collaboration with MoHSS, CMS/RMS, NIP, VCT Partner and other stakeholders, monitor in-country pipelines and stock status at Central Stores and treatment facilities/sites so as to avoid stock outs and overstock at all levels of the ART supply chain, and to ensure that adequate levels of all required commodities are maintained at treatment facilities/sites and Central Stores.
* In collaboration with MoHSS, CMS/RMS and other stakeholders set up and operate an ART Commodity Tracking System.
* In collaboration with relevant partners setup systems to obtain and analyze data on ART commodities from ART sites, and analyze data generated from the Antiretroviral Commodity Tracking System (ACTS) reports for understanding of performance of logistics system for HIV/AIDS commodities, and provide analysis to stakeholders and ensure that data generated from ACTS are used for supply chain management decision making.
* Provide technical assistance in forecasting and quantification of HIV/AIDS related commodities and in the preparation of procurement plans.
* In consultation with the SCMS Resident Advisor identify the need for specialized logistics technical assistance from SCMS/Washington and coordinate this assistance when provided.
* Conduct on-the-job trainings and other logistics training workshops for MoHSS and cooperating agency staff in order to improve forecasting, storage and distribution, and inventory control.
* Monitor the national pipeline for all HIV/AIDS related commodities. Identify funding and product gaps and work closely with the SCMS Resident Advisor to mobilize resources necessary to fill those gaps.
* Coordinate closely with all donor organizations and development partners in-country to ensure rational and timely procurement of HIV/AIDS-related commodities.
* Regularly brief the SCMS Resident Advisor on developments in and activities concerning the logistics system for HIV/AIDS commodities.
* Provide support to USG-supported HIV/AIDS projects, as necessary.
* Maintain close working relations with all USG-funded HIV/AIDS cooperating agencies.
* Develop SCMS Project work plans with the SCMS in-country team and the ICOM Team, including the promotion of innovative logistics approaches.
* Provide required narrative and financial reports to the SCMS Resident Advisor for submission to the USAID Mission and SCMS/Washington as per the agreed schedule.
* Support the SCMS Resident Advisor in tasks as needed.

QUALIFICATIONS, SKILLS & EXPERIENCE:

* Pharmacist with post-graduate qualification in public health, public administration, Business Administration, logistics or equivalent experience.
* Minimum five years developing country experience in managing a public health logistics program, preferably funded by an international development agency.
* Significant work experience in HIV/AIDS programs, health commodity logistics, and/or supply chain strengthening preferred.
* Experience with USAID health programs is highly desirable, as is experience working in Africa preferred.
* Skills in Pipeline and Quantimed software preferred.
* Excellent skills in representation, liaison and collaboration with government, private, and non-governmental organizations
* Excellent reporting and writing skills in English
* Demonstrated skills in Microsoft Office Suite applications, including Word, Excel, Project and PowerPoint
* Proven ability to work as part of a team.
* Long term resident working experience in Namibia preferred.

This is a full-time position based in Windhoek, Namibia, with domestic and international travel to provide field monitoring and technical assistance.
