Contracts Officer Malaria, HIV/AIDS and Health Centre
UNICEF SUPPLY DIVISION

UNICEF Supply Division is currently looking for a Contracts Officer
Malaria for a one year assignment to assume responsibility for the
planning, development and implementation of a segment of procurement
(mosquito nets, insecticides) including contract programming, worldwide
market research and long-range procurement planning & forecasting in
order to achieve the most cost-effective means of procurement. The
successful candidate will work in the HIV/AIDS and Health Centre in
UNICEF Supply Division, Copenhagen.

Main Duties and Responsibilities:

1. Manages procurement of materials; including proposing method of
purchase- LTAâs, Regional Procurement, Direct Order, etc.
2. Ensures all procurement activities are in compliance with the UNICEF
Financial Rules and Regulations, SD Manual, and all other applicable
procurement procedures.
3. Provides advice /guidance to requisitioning CO/RO concerning
contractual conditions and supplier appraisals for purchasing of
products/services.
4. Works with countries and donors to establish and monitor the
forecast.
5. Establishes links with the President Malaria Initiative, the Global
Fund and other global programmes to ensure efficient planning of
procurement activities for malaria-related supplies.
6. Involved in negotiations and resolving sensitive matters.
7. Conducts contracts management to ensure supplier compliance to LTAâs
and purchase order terms and conditions.
8. Issues international tender invitations to qualified suppliers,
evaluates quotations, clarifies offers, and negotiates with suppliers as
appropriate.
9. Reviews material specifications and requirements, in collaboration
with WHO, to ensure completeness and appropriateness.
10. In partnership with QA and Technical Centres, evaluates
suppliers with respect to delivery performance, product acceptability,
and commercial acceptability.
11. Performs as a liaison in communicating with other centres
regarding implementation of procurement cycle.
12. Establish work plans and priorities, monitors achievements and
evaluates performance of support staff.
13. Any other duties or assignments as requested by the supervisor.

Minimum Qualifications and Experience:

Education:
Advanced University degree in business administration, commerce or law
or technical field required.

Work Experience:
Minimum five years of progressively responsible professional experience
including at least three at the international level. Experience in
commercial activities with the public or private sector in developing
and industrialized countries. Experience with worldwide procurement,
contract negotiations and administration, combined with broader economic
knowledge.

Skills / Competencies:
 Ability to resolve difficult, complex and sensitive situations.
 Ability to conceptualize, and clearly and concisely express ideas in
written and oral form.
 Excellent analytical skill and negotiating skills.
 Ability to initiate and manage change in a diverse environment.
 Proven ability to plan, manage and monitor the effective use of
financial and material resources.
 Ability to establish harmonious work-relationships with colleagues in
an international and multicultural environment.
 Ability to supervise and direct a team of support staff.
 Good knowledge of computer applications.

Languages:

Fluency in English and another official UN language is required.

Supply Division is responsible for overseeing UNICEFâs global
procurement and logistics operation, and for making sure that
procurement by every Country Office follows all organizational
regulations and ethical standards. UNICEFâs level of procurement
reached a total value of approximately 1.2 billion USD in 2006.
