[In addition, the issue of donations versus sovereignty to access appropriate affordable medicines according to need was highlighted during discussions on the Novartis case.  Any comments?  BS]

I think the issue in this case, and possibly products under a donation
scheme, is really the context and scope of a requirement/need. My
experience has been that where the drug is required only ad hoc and in
relatively small quantities, it is too cumbersome to go through the process
for qualifying for a donation  programme. I am not sure this kind of
legitimate need has been addressed in the past.
