I am not aware of this specific combination of terms:

VEN stands normally for Vital-Essential-Nonessential (or "Nice-to-have"). It is a classification normally used for drug selection and procurement.

Prescription analysis is normally done with WHO/INRUD drug use indicator methodology.

Both are well explained in the "yellow bible" Managing Drug Supply, 2nd edition, Kumarian press. There is a good overview at:
