The challenges of ART scale up are usually due to poor forecasting or
logistics management leading to stock outs and associated failure to
reach the patient. However Alemayehus case is different as the patient
numbers are not as high as projected. Ruling out poor forecasting , i
think the reason could be due to insufficient community mobilisation and
awareness,user fees, stigma etc. Planning for ART scale up needs to be a
multisectoral approach incorporating all players.

I was once involved in ART scale up at provincial level and found very
useful information from the WHO toolkit for ART scale up.(link -
