Hi Douglas,
There is an interesting report on Mozambique health system by the
International Insulin Foundation, at:

Although the report refers to Insulin and diabetes in Mozambique, the
report captures those who are involved in procurement, storage and
regulation of medicines in Mozambique. The appears not to make direct
reference to a regulatory authority in the country,so my suggestion is
to contact WHO- AFRO, or WHO-Geneva for advise. The main procurement
house in Maputo for the Ministry of Health, which I believe is still
active, is MEDIMOC at Avenida Julius Nyerere 500, Caixa Postal 600,
