The Clinton Foundation India office is looking for a consultant to help
the National Program with Procurement and Supply Management. The project would be for at least 1 year.

The consultant would likely be based at Clinton Foundation India HQ in
New Delhi but the project would likely include extensive travel within
India.

The Clinton Foundation HIV/AIDS Initiative (CHAI) aims to bring high
quality medical care and treatment to people living with HIV/AIDS and to
improve health systems in resource poor countries.

Since the summer of 2002, CHAI has been working to assist governments in
Africa, Asia and the Caribbean to develop scalable AIDS care, treatment
and prevention strategies. In the Caribbean, the nine countries and
three territories in which CHAI is working together have over 90% of
people living with AIDS in the Caribbean. In Africa, CHAI is working
with four countries that together have about one-third of all people
living with AIDS in Africa. In Asia, CHAI has been working with India
and China who account for the largest number of HIV/AIDS cases in the
region.

CHAI signed a Memorandum of Understanding with the Government of India
in September 2004 to assist the Ministry of Health & Family Welfare and
the National AIDS Control Organization (NACO) in scaling up care and
treatment programs for people living with HIV/AIDS in India.

Designation: Procurement Specialist

Job Description: CHAI is seeking superbly qualified and dedicated
individuals to fill the position of Procurement Specialist. Key
responsibilities of the Procurement Specialist include the following:

* Conduct a gap analysis of existing procurement and supply chain systems
for a leading healthcare system, spanning all the states in India;
* Assist in capacity building / development of systems / processes for:
o Inventory management,
o Forecasting and estimation of healthcare related supplies & commodities,
o Quality inspection,
o Training of manpower and also development of guidelines for standard
operating procedures
o Supplier management
o Recommend (an assist in implementing) an appropriate M&E system that
will assess the ongoing efficiency and effectiveness of the proposed new
supply chain processes / systems
* Significant travel across India
* Coordinate with other stakeholders involved in the healthcare system

Desired Profile: The Procurement Specialist should have the following
skills and abilities:
* Have approximately 10-15 years of work experience in procurement and
supply chain management related areas, with the following experience:
o Development of supply chain management systems
o Experience with tendering processes, contract review, forecasting,
negotiation, and supplier management
o Ability to work independently and has worked in an entrepreneurial
environment.
o Experience in a government setting and/or in developing countries
o Extensive international background that will enable incorporation of
best of breed practices for the program
* Have strong problem solving skills and analytical capabilities, backed
with a high level of proficiency in the relevant computer applications
particularly Excel, Powerpoint and Word
* Be an effective communicator and team player, both with colleagues and
other associated parties. Fluency in English and one or many Indian
languages (especially Hindi) are a must
* Possess confidence to meet and drive conversations with senior
individuals, both within and outside of government
* Be able to multi-task and be effective in high-pressure situations
* Have the ability to absorb and synthesize a broad range of information
* Be familiar with computers and related software (MS Office, e-mail etc)
* Have familiarity with electronic information access, handling and
communications
* Bring enthusiasm, humour and entrepreneurship to the team
* Experience in dealing with Government, bi-lateral and multi-lateral
organizations

Minimum Experience 5 years
Maximum Experience 10 years
Remuneration: Commensurate with experience
