There are at least two other reasons to go to single-dose vials:

(a) To increase coverage. Switching to single-dose would allow health care facilities to immunize
people on any day. Some people may live far from health centers, so that it is a burden to make a special trip for immunization.

(b) To improve safety. Multi-dose vials have been associated with transmission of blood-borne viruses when sterile techniques are not strictly followed. Even with the introduction of auto-disable syringes, it is not realistic to assume that shortages and mistakes will never occur, and that multi-dose vials will never become contaminated.
