What Prof Offerhaus says is true, but at the same time the cost of
medicines on the Essential Drugs List has increased more than medicines
not on the list, which is a major problem, especially if there is only
one provider.

Another problem, probably experienced by other developing countries is
that mechanisms of feedback and corrective action in case of
inappropriate prescribing are undeveloped.
