Those comments are valid for Mozambique too. The high cost (not
only tuition fees, but also per diem for two weeks at a daily rate
often higher than the monthly wage of most pharmacy staff)
associated with this course prevent the country to send all those
pharmacists, managers and pharmacy technicians who actually
perform the technical tasks taught during the course. As in other
countries, international meetings, seminars and courses are quite
often also regarded as a way to improve the meager salaries of
senior public servants. Only very senior staff - closer to those who
decide how and to whom education grants are allocated - are sent
to this kind of training.
