E-drug: Distance training for junior scientists

Dear colleagues,

Training junior scientists through distance research, this is the objective
of the MSOERT consortium (Master of Science by Online Education
Research and Training) in which some options for online models
adapted to experimental sciences involving "distance research" are
articulated:

Why promoting "distance research" among junior scientists?

The European researchers were recently invited to submit "expression of
interests" for the priority research area of the European Union of next five
years, among the topics open for proposals:

"Confronting the major communicable diseases linked to poverty"

In its exercise to report on the analysis of the 63 expressions of interest
submitted last june, there were 13 expression of interests to research
tuberculosis, 17 for malaria, 22 for HIV, and 11 for horizontal topics
covering the three diseases.

But the European commission was disappointed to note that: "An analysis of
the Expression of Interests revealed that participation of partners from
developing countries was extremely low." The European scientific
community should be encouraged to build on their existing links with
partners from developing countries and to seek new partners where
this would provide an added value to Integrated Project(s) or Network
of Excellence(s). Training of junior scientists, particularly from
developing countries should also be a significant activity within all
IP and NoE."

To generate enough critical mass in basic science research, a significant
amount of the young population must receive a solid scientific background.
Recent sharp immigration restrictions, limitations of student stipends for
foreign students, education budget cuts both in Europe and in Northern
America have deeply jeopardised the capacity of developing countries to
equip their junior research scientists to face the research challenges of
tomorrow. It is urgent to adequately address this situation with all the
modern instruments that are available.

One solution would consist of providing a collaborative online support to
basic science research projects to undertake the higher education of junior
research scientists who would join a European IP or NoE from a developing
countries.

We would welcome to hear comments or suggestions.
