[e-drug] Independence of pharmacy inspection

[Duangtip is posing an important question below: can there be
incompatible conflicts of interest for pharmacy inspectors, and have
countries designed legislation to control it? In the 'Guidelines for
inspection of drug distribution channels' (WHO/TRS 885, 1999),
WHO recommends that 'inspectors are pharmacists who have
working experience in community and/or hospital pharmacy' and
that they possess 'maturity, honesty and integrity' and a whole lot
of other desirable attributes. However, independence and conflict of
interest are not clearly addressed. I would hope that answers to this
question are not only sent to Duangtip, but also copied to E-drug!

I am a PhD student doing research on inspection in pharmacies.
Drug inspectors usually have a pharmacy background, which allows
them to work as a pharmacist in pharmacies too. For example,
inspectors can work in pharmacies in their office hours or
inspectors can own pharmacies and hire other pharmacists to
dispense drugs for them.
My question, are there regulations in countries specifically
forbidding inspectors to involve in pharmacy business, either as
pharmacists or pharmacy owners?
