Makers of fake and poor quality drugs are once again using second-hand
glass bottles. They account for 3-5 percent of the 2,400 million bottles
the pharmaceutical industry uses a year. Used bottles are cheaper: a
6-millilitre bottle used for packing syrup or similar liquids cost about
Rs1-40 each but a used packaging container costs one-sixth of this price.
Another lure for using second-hand bottles is that there is no excise duty
on them, while new bottles attract 16 percent levy. There is no legal ban
on using second-hand bottles in packing liquids and syrups. Most of the
drug manufacturers do not use recycled bottles for packaging their products
because they do not have the facility to clean them properly.
