We faced the same problem when we introduced generics in Mali in 1995, 
along with an industrial
we developed some kind of counting machine in plastic easily washable in 
order to prepare
pockets of 10, 15 , 20 or 30 tablets.

We studied the possibility for capsules. We have not developed it because 
of lack of fund.

The system is very well functioning, you should only change the upper part 
of the counter for
different diameter of tablet.
