Dear e-druggers,

The World Health Organisation (WHO) Department of Essential Drugs and
Medicines Policy (EDM) is looking for an expert on access to essential
drugs used for HIV/AIDS, for recruitment as a short-term professional for a
period of 11 months, at P-4 grade.

Justification for the post
There is a great need for a human link between UNAIDS and WHO to ensure
effective synergy across the UN family and within WHO (especially between
HTP and FCH). There has been a joint staffing arrangement between UNAIDS
and WHO/EDM for the last three years which has been very beneficial to both
parties. This post is intended to continue and strengthen this arrangement.

Qualifications
Education: Basic and postgraduate degree in pharmacy, medicine, and/or
public health.

Experience: At least 5 years practical experience in essential drugs and/or
AIDS-related work in one or more developing countries; work experience in
an international organisation an asset. Demonstrated ability to coordinate
work across several agencies, including contracts for technical work, and
to manage financial resources.

Language: English or French, with good working knowledge of the other.

Summary of duties
Under the supervision of the Coordinator for Policy, Access and Rational
Use:

1. Promote implementation of the UN Strategy on Access to HIV/AIDS-related
drugs and coordination of this work with WHO (FCH, HTP, regional and
country offices), UNAIDS, UNICEF, other UN partners, NGOs, and the private
sector.

Promote and strengthen the common technical approach; streamline the work
of the various agencies and reduce duplication of efforts; serve as the
technical secretary for UN task teams or other bodies established to plan
and coordinate work on access to HIV-related drugs.

2. Promote the collection and dissemination of relevant product
information.

Facilitate and coordinate the activities of UNICEF and WHO in the
development of relevant standards and pre-qualification procedures for
HIV/AIDS drugs and diagnostics; facilitate, in collaboration with UNICEF,
UNAIDS, MSF and other stakeholders, the dissemination of relevant product
information (including patent status and price)

3. Oversee/carry out specific technical activities related to access to
drugs for HIV/AIDS.

Oversee/carry out specific technical activities related to access to drugs
for HIV/AIDS as formulated in the UN System Strategic Plan 2001-2005;
develop guidance documents, training materials and courses on access and
rational use of HIV/AIDS drugs; liase with WHO/QSM in the field of quality
assurance; provide guidance on new and ongoing drug donations of HIV/AIDS
drugs; promote the development and use of national practice guidelines for
HIV/AIDS.

4. Participate in country support activities to promote access to HIV/AIDS
drugs.

In close collaboration with FCH, EDM/DAP and regional offices, provide
country support on access, quality assurance and rational use of essential
drugs for HIV/AIDS; promote the integration of access, quality and rational
use of HIV/AIDS drugs into ongoing national essential drugs programmes.
