TBS DOTS-Plus GLC Position
Terms of Reference for a DOTS-Plus Position - Grade P.04
Stop TB Tuberculosis Strategy and Operations (TBS)
Tasks to be performed: Under the broad guidance of Technical Co-ordinator,
STB, and overall supervision of Medical Officer, STB, the incumbent will
assist in the follow-up of an operational research plan to assess
feasibility of programme-wide interventions for the management of
drug-resistant and multidrug-resistant (MDR)-TB via the DOTS-Plus strategy.
Tasks include:
1 Serving as the secretariat of the Green Light Committee. Duties will
include:
* working with the Green Light Committee to execute and implement the
resolutions of the Green Light Committee;
* updating Terms of Reference for the Green Light Committee;
* revising guidelines for projects applying to the Green Light
Committee;
* co-ordinating meetings of the Green Light Committee; and
* facilitating communication between projects and the Green Light
Committee
* linking potential projects with sources of funding
2 Monitoring the ongoing mechanism to increase access to second-line
anti-TB drugs for DOTS-Plus pilot projects. Duties will include working
with the procurement agent to:
* continuously evaluate the present and future market for second-line
anti-TB drugs;
* co-ordinate negotiations with the pharmaceutical industry for
second-line anti-TB drugs;
* monitor the ongoing procurement system for second-line anti-TB drugs;
and
* facilitate drug procurement for pilot projects
3 Improving the control of drug-resistant and MDR-TB through an
evidence-based operational research process leading to policy
recommendations and established practice in member states. Duties will
include:
* co-ordination of activities between the Working Group on DOTS-Plus for
MDR-TB and the Green Light Committee;
* preparation of a progress report of the activities of the Green Light
Committee for presentation at the annual meeting of the Working Group;
* consult the scientific panel of the Working Group for technical issues
regarding the management of MDR-TB in DOTS-Plus approved pilot projects
4 To assist in the general programme work of CDS and STB as required.
Minimum qualifications and experience required:
Graduate degree in Public Health, medicine or pharmacy. Experience in the
conduct of research projects at national and international level related to
communicable diseases. Knowledge of epidemiology linked to control of
communicable diseases. Co-ordination skills to establish working relations
with officials and scientists of National Control Programmes, particularly
those on TB.

Terms of Reference for a DOTS-Plus Position - Grade P.04
Stop TB Tuberculosis Strategy and Operations (TBS)
Tasks to be performed: Under the broad guidance of Technical Co-ordinator,
STB, and overall supervision of Medical Officer, STB, the incumbent will
assist in the follow-up and evaluation of an operational research plan that
is underway to assess feasibility of programme-wide interventions for the
management of drug-resistant and multidrug-resistatnt (MDR)-TB via the
DOTS-Plus strategy.
Tasks include:
1. Directing the ongoing collection, management, and analysis of data
generated by DOTS-Plus pilot projects in coordination with project
coordinators. Duties will include:
* preparing a database of approved pilot projects;
* performing specific project analysis and global analysis, and writing
results for dissemination in peer-reviewed journals;
* setting the basis (terms of reference, formation of a steering committee,
channelling data to HQ, etc) for the preparation of a WHO monograph that
will include results of pilot projects world-wide; and
* leading the writing of the monograph within two/three years
2 Monitoring the implementation of approved DOTS Plus pilot projects in
collaboration with WHO Regional Offices. Duties will include:
* visiting project sites to evaluate performance, limitations, and
providing technical assistance and guidance as needed;
* performing on-site data management with local investigators; and
* assisting local investigators with preliminary analysis and progress
reports
3 Defining new interventions to address MDR-TB within the framework of TB
control. Duties will include:
* working and liasing with the Working Group on DOTS-Plus for MDR-TB, the
Green Light Committee, organizations involved in research and control of
MDR-TB, and funding agencies; and
* preparing a policy paper on the management of MDR-TB for recommendation
for Member States based on the data generated by pilot projects
4 To assist in the general programme work of CDS and STB and manage direct
or perform other duties as required.
Minimum qualifications and experience required.
Medical degree and degree in public health. Proven research management
capacity and extensive experience in the conduct of research projects at
national and international level related to communicable diseases.
Extensive knowledge of data management and analysis, including complex
statistical procedures. Several years of experience in research especially
in the field of communicable diseases. Extensive peer-reviewed publications
in the field of communicable diseases.
